Valenzuela Unveils New Design for PWD and Senior Citizen ID Cards, Launches VAL ID Validation Portal

Seeking to protect not only the rights and privileges of the Persons with Disabilities and Senior Citizens but also the integrity of local establishments, the City Government of Valenzuela led by Mayor WES Gatchalian has launched the new official design of the Valenzuela’s PWD and Senior Citizen ID card along with a new digital portal for real-time validation - the VAL ID, May 20.

The new IDs feature a holographic seal - a tamper-resistant tool designed to prevent fraud and guarantee authenticity. Each ID is registered to a centralized data system dubbed Val ID or the Valenzuela ID Validation Portal, allowing the establishments to swiftly validate the identity of the cardholders.

Accessible online through https://valid.valenzuela.gov.ph/ via desktop or mobile devices, VAL ID aims to simplify the validation of Senior Citizen and PWD ID holders while complying with the Data Privacy Act.

Complementing this initiative is Ordinance 1231, Series of 2024, which authorizes the establishments, whenever presented for use, to confiscate fake, tampered, or falsified IDs. Confiscated IDs, on the other hand, must be delivered physically by the establishments to the City Social Welfare and Development Office (CSWDO) within three (3) business days of confiscation and must submit the information listed in the ordinance. Moreover, administrative penalties and criminal liability may be imposed against any person who violates the ordinance.

Meanwhile, Senior citizen organizations and PWD advocacy groups have praised the local government's move, noting that it will help reduce fraudulent use of IDs and make everyday transactions more seamless for legitimate cardholders.

Gracing the launch were Vice Mayor Lorie Natividad-Borja, City Councilors, Senior Citizens, Persons with Disabilities Federation, merchant owners and representatives.

This milestone initiative underscores Valenzuela City’s commitment to protecting the rights and privileges of senior citizens and persons with disabilities (PWDs), ensuring they receive the benefits due to them, while also safeguarding merchants and business establishments from individuals who attempt to falsify or tamper with IDs for personal gain.
