The Business Permit and Licensing Office (BPLO) issues permits and licenses before establishments can lawfully conduct business in Valenzuela City.

The issuance of permits and licenses is necessary to ensure that all business activities and transactions are legitimate in order to provide the registered establishments the recognition, regulation and support from the city.

Securing a New Business Permit
REQUIREMENTS
  • Accomplished Application form
  • DILG-DTI-DICT Joint Memorandum Circular No. 01, Series of 2016 dated August 30, 2016 (6.0 (6.1)(6.1.2)(6.1.2.1)) and amended by 3S Ordinance 322 series of 2016.
  • New Business Registration
    1. Proof of business registration, incorporation, or legal personality (e.i. DTI/ SEC/ Cooperative Development Authority (CDA) registration)
    2. Basis for computing taxes, fees, and charges (e.g. business capitalization)
    3. Occupancy Permit, if required by national law (e.g. Building Code and local laws), as post audit requirement in accordance with Section 5 of Ordinance 322 Series of 2016 and Section 6.2.1.3 of DILG-DTI-DICT JMC 01-2016
    4. Contract of Lease (if Lessee) and
    5. Barangay clearance: for Businesses located in Barangays that are not included in City Resolution 853, 860, 872, 922, 949, 971, 999, 1008 series of 2017 and 1048, 1236 series of 2018 (An act authorizing the City Government of Valenzuela to collect Barangay Clearance fee).

  • For Rice retailer/dealer
  • (Basis: National Food Authority (NFA)-National District Office letter dated 01 March 2016 and Memorandum dated 16 March 2016 issued by Atty. Alan Roullo Yap, City Administrator & OIC – City Legal Office)

    • An owner may file an Application for Exemption with the Business Permit and Licensing Office (BPLO) with attached Statement of Capitalization or Gross Sales/Receipts.

      1. Recommendation latter from Valenzuela Division Office of DepEd.
      2. Permit to Operate issued by the Regional Office of DepEd.
      3. Occupancy permit.
    • For establishment school originated outside the City but with branches within Valenzuela City -
      1. Recommendation latter from Valenzuela Division Office of DepEd.
      2. Permit to Operate issued by the Regional Office of DepEd.
      3. Certificate of Recognition issued by the Regional ofiice of DepEd.
      4. Occupancy permit.
    • For New Schools in Valenzuela City -
      1. Recommendation latter from Valenzuela Division Office of DepEd.
      2. Duly stamped application form for permit to operate issued by the Division Office of DepEd.
      3. Occupancy permit.
      4. Affidavit by the applicant undertaking to submit the Permit to Operate issued by DepEd prior the renewal of the business.
    • For New branches of established schools originated outside the City -
      1. Recommendation latter from Valenzuela Division Office of DepEd.
      2. Permit to Operate issued by the Regional Office of DepEd.
      3. Any document or certificate issued by the Regional Office of DepEd stating the approval of the establishment of new branch within Valenzuela City.
      4. Occupational Permit.

  • For Primary Tourism Enterprises such as hotels, resorts, inns and other accommodation stablishments
  • (Basis: DILG Memorandum circular dated February 06, 2019 inrelation to IRR of Republic act no. 9593 otherwise known as Tourism Act of 2009)
    • Accreditation from Department of Tourism.

  • For Firecrackers and other Pyrotechnic devices
  • (Basis: Joint Memorandum Circular No. 01, Series of 2014 , Ordinance 333 series of 2016 and IRR on E.O. 2017-262 series of 2017)
    • Manufacturing is prohibited within the territorial jurisdiction of Valenzuela City.
    • Dealers and retailers shall only be offered for sale in malls and in licensed public and private markets.

  • STL (Small Town Lottery) is considered illegal and unauthorized by the PCSO

  • Public Utility Bus Terminals and Operators and Other Public Utility Vehicle Terminals and Operators are prohibited along EDSA.

3 Simple and Easy Steps to Secure a Business License
  1. FILLING UP OF APPLICATION FORM. Get a copy from the Business Permit and Licensing Office (BPLO), 3rd Floor, Bulwagang Geronimo Angeles (Finance Center Building), New Valenzuela City Government Complex]. Fill it up with the required information.
  2. ASSESSMENTS AND PAYMENTS. Proceed for assessment and computation of fees/order of payment. Then,pay the corresponding business license fees.
  3. RELEASING OF BUSINESS LICENSE/PERMITS. Present the Official Receipt for the issuance of Business Permit and Business Plate.

Secure a Building Permit

Building Permit

To put up any structure in Valenzuela, you must first obtain a building permit from the city government.

Applicants should have the following documents:

  1. Four copies of properly filled up and notarized Unified Application Form for Building Permit, Locational Clearance, and Fire Safety Evaluation Clearance
  2. One copy of certified true copy and three photocopies of Original Certificate of Title (OCT)/ Transfer Certificate of Title (TCT); if applicant is a lessee, submit Contract of Leasee; If OCT/TCT is not in the name of the applicant, submit Deed of AbsoluteSale.
  3. One original copy and three photocopies of Special Power of Attorney (SPA) or Secretary’s Certificate if the applicant is a Corporation
  4. Four sets of Building/Survey Plans, Design plans and other documents, signed
  5. and sealed by the concerned Design Professionals, as follows: (20”x30”)
    • Architectural Documents (including Materials and Technical Specifications and Gen. Conditions)
    • Civil/Structural Documents (including Soil Test and Structural Design Analysis, if applicable)

  1. Submit Certificate of Height Clearance from Civil Aviation Authority of the Philippines for Tall Structure
  2. Submit clearance from Property Manager/Administrator of Homeowners Association if project is located in existing subdivision, condominium or PUD
  3. Submit Permit from National Water Resources Board if project has Groundwater Extraction (not included on the list)
  4. Submit Drainage Impact Statement if project is a Major development
  5. Submit Socio-Economic Impact Statement if project has a Large Employment
  6. Submit Initial Environmental Examination (IEE)duly certified by a licensed Environmental planner and according to the format specified by the DENR for Industrial facilities
  7. Submit Water Management Plan if project is a Heavy water-using Facility
  8. Submit Historic Site/Facility Development Statement if project is a Concerned Offices or Private Professionals 215 Historic Site or with Historic Facility
  9. Submit Traffic Impact Statement if project is a potential Traffic Generating Development
  10. Submit Notarized Certificate of No Objection from affected neighbours if project has Firewall/Abutment on any side of the property (not included on the list)
  11. Submit Line and Grade Clearance from the City Engineer‟s Office if the project is affected by road widening and construction
  12. Submit Waterways Clearance from City Flood Control Division if the project is adjacent to or with waterways
  13. Submit Flood Protection Elevation Certification from City Flood Control Division if the project is within Flood Overlay Zone
  14. Submit soil test regarding soil and related conditions if the project is within the Liquefaction Overlay Zone
Secure a Building Permit
  1. Submit accomplished form and all other required documents to the CEO. [Allow seven (7) working days for evaluation, processing and approval.]
  2. Return on the date indicated in the stub. If the application is ready for payment, pay the required fees; if the application is for compliance, get the documents and comply with the requirements.

Secure an Occupancy Permit

Occupancy Permit

To use or occupy a building, you must first obtain an occupancy permit from the city government. The same is required when you change the existing use or occupancy classification of a building or any of its portion.

Applicants should have the following documents:

  2. Certificate of completion signed and sealed by professionals
  3. Two (2) photos of the building (front and sides)

  3. After seven (7) working days, secure the order of payment from the CEO and pay the corresponding fees at the City Treasurer's Office, G/F Bulwagang Geronimo Angeles, Valenzuela City Hall.
  4. Present the official receipt of payment to the CEO and claim the occupancy permit.


Secure a Locational Clearance

Locational Clearance

To secure a building permit, you must first obtain a locational clearance, which certifies that the proposed construction or business location follows the existing Land Use Plan of the city.

Applicants should have the following documents:

  1. One (1) set of architectural plan when acquiring Building Permit
  2. Lot plan with vicinity map
  3. Contract of Lease (in case the applicant is not the registered owner)
  4. Transfer Certificate Title (TCT)/Deed of Absolute Sale (Certified copy from Registry of Deeds)
  5. Tax Declaration (photo copy)

  7. Homeowners Association Clearance (where necessary)

Applicants should have the following documents:
  1. Transfer Certificate of Title (TCT)/Deed of Absolute Sale (Certified copy from Registry of Deeds)
  2. Tax Declaration (photo copy)
  3. Tax Receipt (photo copy)
  4. Lot Plan with Vicinity Map
  5. Barangay Clearance
Secure a Demolition Permit

  2. Submit accomplished application form signed by the owners and sealed and signed by architect or engineer in-charge of demolition and all other required documents to the CEO, which will schedule and carry out a site inspection.
  3. After the inspection, secure the order of payment from the CEO and pay the corresponding fees at the City Treasurer's Office, G/F Bulwagang Geronimo Angeles, Valenzuela City Hall.
  4. Present the official receipt of payment to the CEO and claim the demolition permit.
  5. Submit a notice of demolition to the CEO five days prior to actual demolition.

Applicants should have the following documents:
  1. Clearance from DPWH
  2. Five (5) sets of Plans of Signboard/billboard details signed & sealed by professional
  3. Lot Plan with Vicinity Map
  4. Transfer of Certificate Title (TCT)/Deeds of Sale (Certified copy from Registry of Deeds)
  5. Contract of Lease (if applicant is not registered owner)
  6. Tax Declaration
  7. Current Tax Receipt
  8. Barangay Clearance
  9. Allow processing time of 7 days
Secure a Signboard/Billboard Permit
  1. Fill up application form from the City Engineer's Office (CEO), 3/F Bulwagang Geronimo Angeles, Valenzuela City Hall.
  2. Submit accomplished application form and all other required documents to the CEO. [Allow seven (7) working days for evaluation, processing and approval.]

Secure a Mechanical Permit

Mechanical Permit

Before you can start actual construction work in Valenzuela, the city government should first approve the equipment and other installations to be used in your construction site.

Applicants should have the following documents:

  1. Location plan, key plan, and general layout plan for each floor drawn indicating the equipment
  2. List of machinery with corresponding brake horsepower
  3. Longitudinal and Traverse Sections of building and equipment based on the section lines drawn to scale of at least 1:100 showing inter-floor relations and defining the manner of support of machines/equipment. Sections shall run longitudinally and detailed sections for each machinery/equipment should be signed and sealed by a professional mechanical engineer.
Secure a Mechanical Permit
  1. Fill up application form from the City Engineer's Office (CEO), 3/F Bulwagang Geronimo Angeles, Valenzuela City Hall.
  2. Submit accomplished application form and all other required documents to the CEO, which will schedule and carry out a site inspection.
  3. After the inspection, secure the order of payment from the CEO and pay corresponding fees at the City Treasurer's Office, G/F Bulwagang Geronimo Angeles, Valenzuela City Hall.
  4. Present official receipt of payment to the CEO and claim the mechanical permit.

Commercial and industrial establishments must renew their mechanical permits every year. To renew your permit, present the official receipt of payment from the previous year to the City Engineer's Office (CEO), 3/F Bulwagang Geronimo Angeles, Valenzuela City Hall.

  1. Five (5) sets of plan signed and sealed by sanitary engineer including cost estimate and design analysis

Before installing a fence in a construction area in Valenzuela, you need to obtain a fencing permit from the city government.

Applicants should have the following documents:
