PH's First Intergrated Permit Application System Debuts in Valenzuela
Long city hall queues, piles of paperwork, and extended waiting periods could soon be a thing of the past for residents, entrepreneurs, and potential investors wanting to do business in Valenzuela City.
Starting November 13, an integrated permit application system called the 3S Plus Valenzuela City Online Services will provide a single platform for the application of the permits and request for documents. This is the first and the fastest of its kind in the country, which spares applicants from the cost and time required of personal application at the city hall.
With the City's commitment to be in full compliance to the Ease of Doing Business (EOB) Law, the highlight of the system is the "Paspas Permit", the 10-second business permit application system. It allows the issuance of a provisionary business permits with ten seconds after the payment confirmation. Prior to this project, the issuance of business permits at the City Hall takes about 15 to 30 minutes.
The introduction of the 'Paspas Permit' system will accelerate Valenzuela's adoption of digital technology to streamline services for more than 18,000 businesses in the city. According to Mayor REX Gatchalian, "the new platform demonstrates the local government's commitment to make services more efficient and innovative, which in turn can attract more investors and spur further development. Entrepreneurs are indispensable to our country's growth and so we are empowering them through improved systems of service delivery."

City of Valenzuela's efforts uphold E-Governance have earned accolades from numerous reputable institutions. It is a Hall-of-Farmer to the Most Business Friendly Highly Urbanized City award of the Philippine Chamber of Commerce and Industry (PCCI), a distinction that it held in 2012, 2014, 2015, and again, in 2019 after a mandatory three-year hiatus from the Search.
Using the 3S Plus Valenzuela City Online Services, permit applicants can apply for the following documents and services:
- Renewal or Application of New Business Permits
- Building and Construction Permit application
- Real Property Tax (RPT) payments
- Requests for Certified True Copy of Tax Declaration, Tax Mapping Certificate, Certificate of Non-Improvement and Appraisal of Real Property
- Requests for Certified True Copy of Birth, Death, and Marriage Certificate, and Court Decision
Actual business permit and documents can be delivered within three to five working days through Wide Wide World Express (formerly DHL Philippines) or Grab Express. Payments, on the other hand, can be processed via Visa, Mastercard, debit cards, Bancnet or PayMaya.
Documentary requirements submitted through the platform are reviewed realtime between 8:00 AM to 5:00 PM on Mondays to Fridays, Those who were applied beyond office hours shall be processed promptly on the next morning.
Provisionary Building and Construction permits shall also be obtained through the system within 10 second upon confirmation of payment. A provisionary permit shall be sent to the applicat's email and they can commence construction. However, the applicant must submit the origianl documents to the Office of the Building Official (OBO) within 15 days, so they can get their actual permit. Failing to do so will revoke their provisionary permit.

Can I start my business with the provisional permit issued to me online?
Yes. However, the City Government of Valenzuela reserves the right to revoke the permit based on the results of the post-audit assessment to be done within thirty (30) days upon issuance of the provisional permit.
Can I do transactions in the 3S Plus Valenzuela City Online Services anywhere, anytime?
As long as the applicant has an access to the internet, the transaction can be easily done through the online services platform. However, monitoring of documents submitted online is done during office hours from Monday-Friday (8:00am to 5:00pm).
Should the application be submitted outside of the office hours, it will be processed the next business day. For example, delivery requests done after 5:00pm shall be processed the next morning.
How do I start using the online system?
To start using the online system, the applicant must first register an account at the 3S Plus Valenzuela City Online Services found at https://online.valenzuela.gov.ph/ and have their active email addresses ready. Details must be accurately filled out by the applicant on the online application form. Once submitted, an email confirmation will be sent and a link must be clicked by the applicant to complete the account creation.
How can I submit my requirements for application?
The requirements can be uploaded online either as JPEG or PDF formats. Please check the file size required for you to successfully upload your documents.
What are the available modes of payment and delivery options?
Online payments can be through Debit/Credit Cards using PayMaya, LandBank and DBP as our payment channels. Surcharges apply.
Delivery of documents can be through courier or through Grab Express. Kindly take note that all documents can be delivered except for Building and Construction Permits as the applicant needs to personally submit the original documents to the Office of the Building Official to get their actual permit.
How long will I expect to receive the actual permits and/or documents?
If there would be no problems in the documents submitted for application, documents and permits issued can be delivered within 3-5 working days.
How will I know if I have problems with my documents or if my permit has been revoked?
The applicant will receive an email regarding the discrepancies on the documents submitted online. Revocation of the permit will also be notified through email. Actual notices can be issued by the composite team of inspectors with regards to their compliance.
Where can I view the status of my application?
With your login account on hand, the applicant can easily view his or her transactions by logging in at the 3S Plus Valenzuela City Online Services. An email will also be sent to the applicant should there be any notifications on the application status.
