The City Government of Valenzuela, through its Bids and Award Committee (BAC), invites interested consultants, to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder listed project to wit:

Project Description : Preliminary and Detailed Engineering Design of Service Road Extension (Karuhatan to M. delos Reyes, Gen. T. de Leon)
Approved Budget for the Contract: Php 3,300,000.00 (BC #60;Ref. No. 18-001)
Delivery Period : 90 calendar days from receipt of Notice to Proceed
The list of minimum requirements is indicated in the Eligibility Form. Eligibility of Registered prospective bidders shall be checked using a non-discretionary “pass/fail” criteria.Registered prospective bidder should have experience in undertaking similar project within the last two (2) years. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant, qualification of the personnel and current workload. Only five (5) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality Cost Based Evaluation (for QCBE) Bids whose technical proposals pass the minimum technical rating of 75% shall have its financial proposals opened and evaluated. The technical shall carry 75% weight of the evaluation.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference/s, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its IRR.

The Eligibility Screening Form will be available at the Budget Office, 2nd Floor, Executive Building, Valenzuela City Hall, upon submission of a Letter of Intent. Submission and results of eligibility shall be in the same office.
Bid documents will be available only to shortlisted bidders upon payment of non-refundable fee in the amount of Php 5,000.00 to the City Treasurer of the City Government of Valenzuela and may be downloaded in the Phil-Geps website.
Bidder/Consultant must be able to log-in in the Philippine Government Electronic Procurement System (Philgeps) wherein the name of the company will be reflected in the Document Request List of the Bid Notice Abstract of the Procuring Entity.
The City Government of Valenzuela reserves the right to accept any bid, and to annul the bidding process and reject all bids at any time prior to the contract award, without thereby incurring any liability to the affected bidder/s and assumes no responsibility whatsoever to compensate or indemnify the latter for any expenses incurred in the preparation of their bids.
The Committee reserves the right to cancel or postpone the date of bidding with or without prior notice to prospective bidders.
