Department of the Interior and Local Government (DILG) Department of Science and Technology (DOST) Department of Trade and Industry (DTI) Supported by USAID INVEST Project Bestowed to Mayor REX Gatchalian for pioneering the adoption and strategic use of Information and Communications Technology (ICT) to enhance the delivery of government services, improve revenue collection efforts and promote transparency in government operations. Assessed through the 2014 Business Permits & Licensing System (BPLS) Compliance and E-Readiness Survey.

2014 Champion, Best in eGov Business Empowerment Award Category National ICT Confederation of the Philippines (NICP) Department of the Interior and Local Government (DILG) Globe Awarded to the pioneering initiative, the “3S Plus” program for its exemplary accomplishment in re-engineering the business environment in the city, particularly in the areas of streamlined business permits application system, the enhanced RPT tracking system through GIS, the automated building permits application system, and the e-mobile billing and payment system. The city’s initiative aced over other nominees in terms of innovativeness, sustainability, level of performance in addressing the problem, and in replicability.

2nd Place, Government/Evacuation Center Category  National Competitiveness Council Philippines USAID WWF for Nature Asia Society Urban Land Institute ASSURE APEC 2015 Council Microsoft For the systematic and comprehensive design that addresses the disaster vulnerability of the city, and integration of varied and innovative schemes for utilizing the proposed structure, thereby promoting resiliency and effective service delivery.  

1st Runner Up Department of Health National Nutrition Council – National Capital Region Awarded for the city’s robust fight against nutrition problems in its locality, such as undernutrition, micronutrient deficiencies, and overweight and obesity, resulting in exemplary performance in nutrition program management and service delivery as assessed through the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI), the monitoring and evaluation scheme of the Philippine Plan of Action for Nutrition (PPAN).    

Council for the Welfare of Children Department of the Interior and Local Government Recognized for the city’s commitment to the United Nations’ Convention on the Rights of the Child through faithful delivery of services with positive results and impact in the Four Basic Rights of the Child: the right to survival, protection from exploitation and abuse, basic education, and equality.  

Coalition for the Services of the Elderly supported by the Department of Social Welfare and Development Awarded for being an exceptional city that assures that older people remain busy and active contributors to the life of the community through employment as BantayEstudyante and Bantay Bayan, and as volunteers to the city’s feeding and disaster preparedness programs. Geriatric healthcare was also cited, particularly the “DalawniDok” program which provides medical visits in all barangays for senior citizens who cannot go to a doctor.    

National Capital Region Police Office Police station with past and continuing notable accomplishments beyond the rating period.  

Philippine National Police For outstanding commitment and unwavering support in the effective implementation of the PNP P.A.T.R.O.L. Plan 2030: the “Peace and Order Agenda for Transformation and Upholding of the Rule of Law” to achieve meaningful strides in enhancing the procurement and budget systems, upgrading skills and capabilities, improving crime prevention and crime solution, and promoting active community engagement and partnership.  

Bureau of Jail Management and Penology Conferred for the outstanding accomplishments and contributions of the BJMP Valenzuela in the delivery of enhanced public safety through provision of sustained humane safekeeping and development of inmates.
