Revolutionizing learning of science, technology, and innovation-related studies for the Valenzuelano youth, the Valenzuela City Library received a unit of Science and Technology Academic and Research-Based Openly-Operated Kiosks (STARBOOKS), a stand-alone information kiosk developed by DOST-STII. The turnover ceremony took place at ValACE, Barangay Malinta, on February 21, 2024.

The first science and technology digital library in the country called Science and Technology Academic and Research-Based Openly-Operated Kiosks” or “STARBOOKS” has finally made its way to the Valenzuela City Library. This stand-alone information kiosk that contains science, technology, and innovation-based resources “all in one box” was developed and powered by the Department of Science and Technology of NCR (DOST- NCR). A signing of the memorandum of agreement (MOA) between the City Government and DOST-NCR was also held.

In the formal turnover ceremony, City Librarian Ms. Rochelle Silverio expressed in her welcoming remarks the significance of installing a STARBOOKS unit as this would be a remarkable addition to the city library’s resources. With a plethora of scientific and investigatory theses or dissertations, this innovative kiosk shall aid learners in conducting their studies. 

Regional Director of DOST-NCR Engr. Romelen Tresvalles also shared a few words with the Valenzuelano learners who will utilize the S&T information kiosk. In line with the Philippine Development Plan which includes further improving the learning methods and adaptability of the students, STARBOOKS is a revolutionary learning and research aid. Students can also be assured that the DOST carefully curates all content at STARBOOKS, ensuring the accuracy and integrity of the data they can access. They are also responsible for regularly updating all content stored within the system to guarantee that the data is timely and relevant.

As cited on their official website, STARBOOKS is a “stand-alone information source designed to reach those with limited or no access to S&T information resources”, while also guaranteeing multiple access. STARBOOKS boasts its notable feature of “offline accessibility” wherein students and teachers can immediately access information even without an internet connection. Curated from diverse and reliable sources, the students can access hundreds of digitized scientific studies or journals in various formats such as articles, audio, and video. Alongside, DOST also offers free system installation, content updates, system support, and training for users. STARBOOKS also proved its transportability and accessibility as it is designed to be a “pod” with a user-friendly interface.

In an interview with DOST Science and Research Assistant Mr. Nicholas Zapanta, he said that the DOST turned over approximately 3,000 STARBOOKS units to partner LGUs, public libraries, NGAs, research institutions, and barangay learning centers – with Valenzuela finally included in the roster. In terms of troubleshooting, system troubleshooting can easily be maneuvered in the STARBOOKS unit. Sometimes, scheduled onsite visits were done by DOST-STII should the users encounter hardware malfunctions.

STARBOOKS in Valenzuela City is fully operational and ready to use. Valenzuelano learners can now try the S&T information kiosk at Valenzuela City Library, located at Valenzuela City Academic Center for Excellence at A. Pablo Street corner MacArthur Highway, Malinta, and is open to the public for free from Mondays to Sundays; 9:00 AM to 6:00 PM on the first floor and 9:00 AM to 12:00 MN on the second floor.
