As a result of the incessant rain caused by Super Typhoon Carina, which strengthened the southwest monsoon (habagat), resulting in widespread flooding in the city's low-lying areas, the Valenzuela City Council passed a resolution on July 25, 2024, declaring the entire city under the State of Calamity.

The Metro Manila Council (MMC) and the Department of Interior and Local Government (DILG) officially declared a State of Calamity in the National Capital Region on July 24. Following this declaration, the Valenzuela City Council, through a special session, signed Resolution No. 3186, Series of 2024 — A Resolution Declaring the City of Valenzuela Under the State of Calamity to enable the city government to access additional resources and funding for disaster response and recovery efforts. 

Moreover, such a decision was made due to disaster assessment and monitoring conducted by the Local Disaster Risk Reduction and Management Council (LDRRMC), and the City Social Welfare and Development Office (CSWDO). 

Meanwhile, the city government, the CSWDO, and the other disaster response offices are working double-time to help the flood-hit residents recover from the damages the typhoon has caused. At the evacuation sites where they were temporarily placed, each received disaster kits containing necessities like towels, medicine, flip-flops, blankets, underwear, canned goods, and a hygiene kit. Additional relief goods were also distributed to the evacuees courtesy of the overwhelming support and donations from the Department of Social Welfare and Development (DSWD) and other private sectors such as Meralco, CDO Foodsphere, Maynilad, and NLEX Corporation, among others.

President Ferdinand Marcos Jr. also personally visited Valenzuela City to further assess the damages of the calamity and monitor the condition of the residents at the evacuation sites. He was accompanied by Senator WIN Gatchalian, DSWD Secretary REX Gatchalian, and Mayor WES in harrowing all the affected areas across the city to evaluate the situation and look for any further help they could provide.

As of current reporting, 656 individuals (194 families) remain in the schools turned evacuation sites because the floodwaters have not yet receded in their area and are receding slowly due to silt and debris in their drainage system. The City Government and CSWDO will carry on providing for their basic needs until they can go back to their respective houses.

For #BangonValenzuela update, recovery, non-stop clean-up drive, flushing operations, and infrastructure damage repairs are now ongoing, as well as, allocation of doxycycline to each barangay to distribute to its residents to prevent water-borne diseases and leptospirosis is also underway. 

On the other hand, Mayor WES, through the recommendation of the Department of Education (DepEd)—Valenzuela, postponed the resumption of classes on July 29, 2024, and moved it to August 5, 2024. This is to give the schools ample time to clean the school facilities and prepare for the official start of classes.
