The City Government of Valenzuela through the City Special Projects Office started distributing free notebooks to students of the 58 public elementary and high schools in the city.  By August 13, a total of 564,000 notebooks would have been distributed.

The program is now currently running on its fifth year.  Each student receives five notebooks.  According to Dalandanan Elementary School Assistant Principal, Ms. Armida Antiola, a primary grade student and an intermediate grade student needs to have at least seven and nine notebooks, respectively, so the free notebooks are a significant savings on the student’s school supplies expenses.

Besides notebooks, 66,900 free English and Mathematics workbooks are also set to be distributed among Grades 3, 4, 5 and 6 public school students this month.

The free workbooks were created by a committee organized by the city government in 2008 as part of the WIN ang Edukasyon Program, which seeks to improve the quality of education in the city.

Other initiatives under the program include training teachers on English and Mathematics and regulating internet shops.

SPO Officer-in-charge, Ms. Dorothy Evangelista credits the program for the outstanding performance of students in the National Achievement Test (NAT) in recent years. 

Valenzuela City topped the elementary NAT in the National Capital Region for the school year 2010-2011. High schools, on the other hand, landed 4th in the region in 2011-2012.

City Mayor REX T. Gatchalian said that while he aims to make extensive delivery of health services as the thrust of his administration, education would remain among the top priorities of the city government.

The city council has approved the allotted budget of Php 330 million for education this year.

Current enrolment figures in the city show 69,969 elementary school students and 40, 377 high school students.
