Valenzuela City joins the nation in celebrating 20 years of the Local Government Code (LGC) by sharing outstanding achievements in governance which made the City the Best Governed Highly Urbanized City in the country in the 2010 Local Governance Performance Management System (LGPMS) report of the Department of the Interior and Local Government (DILG).
City Mayor Sherwin T. Gatchalian showcased Valenzuela City’s PPP in Good Governance as keynote speaker to the Local Economic Development Forum dubbed as “Growing Local Economies and Enhancing Competitiveness” during the Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad program of the DILG held at the Philippine International Convention Center (PICC) in Pasay City last October 10.
Valenzuela City’s PPP in Good Governance: People, Peace and Order, and Pupils is the summation of the projects and programs which is evaluative of good governance to foster the City’s competitive advantage for the benefit of the constituency
Mayor WIN presented how the City has able to raise income by increasing the taxpayers’ confidence through programs advocating transparency and accountability, knowing that small- and medium-scale entrepreneurs are the driving force in the City’s economic growth.
The advocacy for lasting peace and order which turned the City into one of the The World Bank and the International Finance Corporation’s Business Friendly Cities in the country for the year 2011 out of 25 Cities and 183 economies compared, and as safer, conducive and economically viable city to live in was also part of the presentation, emphasizing the continued logistic and financial supports to the Valenzuela City Police Force to boost their morale in protecting Valenzuelanos from any threats to life and property.
Anchored on the strong belief that future is built through education, he also showcased the City’s “Good Education is Good Governance” stance reinforced through the full-spectrum WIN ang Edukasyon Program which bore fruits with the latest achievement of being Number 1 for NCR in the National Achievement Test (NAT) for Elementary for School Year 2010-2011.
Organized in partnership with the Union of Local Authorities in the Philippines (ULAP), the Local Government Authority (LGA), The Local Governance Support Program for Local Economic Development (LGSP-LED), PinoyME Foundation and League of Cities of the Philippines (LCP), DILG’s Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad is a year-long program launch in 2010 which involves a series of local governance related and parallel activities that aimed to synthesize identified gains and address critical issues to contribute to broadening valuation of local autonomy towards national development and increasing awareness of the general public on local governance issues.
During the open forum, Mayor WIN shared his observation that policy makers are seem to be very detached on what is happening on the ground, especially on the local government. Saying, “More functions should be devolved to the local government. Some issues should be addressed on the national level and harmonized through own innovative policies and procedures on the local level.”
Also sharing their best practices in local economic development are on the forum were: San Fernando City, Pampanga Mayor, Hon. Oscar S. Rodriguez, sharing the success of his city in LGU Competitiveness; Leyte Governor, Hon. Carlos Jericho Petilla, sharing his education governance dubbed as Edukasyon 2Ps: Supporting the Skills Requirement of Leyte’s Local Industries; and the Association of Canadian Community Colleges President and CEO, Mr. James Knight, sharing how the Canadian Community Colleges and Institutes become partners in Local Economic Development.
