Valenzuela City Mayor Sherwin T. Gatchalian orders the implementation of Executive Order No. 89, Series of 2011, or the “Executive Order Providing Amnesty To Bonafide Members Of The Tricycle Operators And Drivers’ Association (TODA) And Allowing Them To Secure Franchise With The Valenzuela City Tricycle Regulatory Unit.”

The EO allows TODA members in the City who have not secured or have an expired transport franchise a leeway until July 27, 2011 to secure a new franchise.  However, Valenzuela City Transport Office (VCTO) Officer-in-Charge Mr. Jay Valenzuela clarified that only bonafide members in the official master list submitted to the Valenzuela City Tricycle Regulatory Unit (TRU) will be accommodated.

Applicants must prepare the following requirements to apply:
a) Notarized TODA Board Resolution signed by the TODA President and Officers.
b) Barangay Clearance.
c) 2 pcs. 2x2 ID Picture
d) Photocopy of Driver’s License (Professional) with restriction code 1
e) Roadworthiness (Motor vehicle inspection)

During the consultation meeting with TODA presidents, Chairmen of the Board and secretaries, it was also discussed that starting July 1, 2011, the VCTO will start the apprehension of tricycle sidecars without the required body color and body number. Violators will be charged a fine of five hundred pesos (PhP 500.00).
