Valenzuela City Government headed by Mayor WES Gatchalian announces the guidelines and protocols for the safe and solemn observance of UNDAS from October 29 to November 01.
Pursuant to the City Ordinance No. 1059, Series of 2022 or the Undas 2022 Health and Safety Ordinance of the City of Valenzuela, this covers all the public and private cemeteries, memorial parks, and columbaria in the City of Valenzuela and applies to the residents and non-residents of the City who intend to visit the previously mentioned places.
The City Mayor reminded the public about the observance of the minimum health protocols, including the use of face masks, physical distancing, and handwashing.
In his address, Mayor WES announced that all the public and private cemeteries, memorial parks, and columbaria in the City of Valenzuela will be open from October 29 to November 01 from 6:00AM to 6:00PM only. Overnight stay is strictly prohibited.
Minors who are 11 years old and below are NOT ALLOWED inside the cemeteries, memorial parks, and columbaria, while unvaccinated and not fully vaccinated individuals, senior citizens, and immunocompromised individuals are ALLOWED but strongly discourage from visiting for their safety.
Valenzuela City will also implement the LIQUOR BAN, as well as, the use of VIDEOKE and non-commercial use of sound amplifying equipment. This will start on 12:00AM of October 29 to 11:59PM of November 01 in the barangay where the public and private cemeteries, memorial parks, and columbaria are located. These are Barangay Arkong Bato, Barangay Karuhatan, Barangay Lawang Bato, Barangay Maysan, Barangay Palasan, and Barangay Veinte Reales.
Gatchalian also added that Halloween Activities such as Trick-or-Treat and the like are strictly prohibited during the said dates in all places like malls and parks in the City. This is to avoid gathering of large crowds. Even Gambling of all forms are also banned inside the premises of the cemeteries along with the carrying of firearms, sharp objects such as knives or box cutters, flammable materials, and toxic substances,.
Ambulant vendors are allowed to sell goods at the designated areas which are located outside the premises of the public cemeteries. However, private cemeteries owners may exercise discretion whether to allow vendors within their premises.
Mayor WES warned the public that any violation of these guidelines shall be penalized by the City Government accordingly.
INDIVIDUALS:
First Offense – a fine of PhP 1,000 or 24 hours community service
Second Offense - a fine of PhP 3,000 or 48 hours community service
Third Offense - a fine of PhP 5,000 or 72 hours community service
ESTABLISHMENTS:
First Offense – a fine of PhP 5,000 and suspension of business permit until violations has been rectified
Second Offense - a fine of PhP 10,000, 24 hours community service of the owner, and suspension of business permit
Third Offense - a fine of PhP 15,000 and revocation of business permit
Mayor WES assured that during the UNDAS season the police presence will be intensified inside and outside the premises of the public cemeteries. Hence, the owners of private cemeteries, memorial parks, and columbaria shall deploy their own security personnel from October 29 to November 01.
In preparation for the UNDAS season, two weeks ago, Mayor WES conducted a meeting together with the public and private owners cemeteries, memorial parks, and columbaria. He then ordered the Clean and Green Division for an immediate clean-up drive while the City Engineering Office personnel painted and repaired the comfort rooms of all public cemeteries in the City.
