The City Government of Valenzuela, led by Mayor WES Gatchalian held a press conference at Valenzuela City Hall on Monday, December 23, 2024 regarding updates on the Palit-Ulo Scam. The event focused on significant developments, including the court resolution on the case involving Ms. Richel Alvaro and ACE Medical Center staff.
The Palit-Ulo Scam, which came to public attention in April 2024, involves allegations of illegal detention and coercion by healthcare institutions in the city. Victims reported being detained or having their deceased loved ones’ documents withheld due to unpaid medical bills, causing widespread outrage among Valenzuelanos and drawing nationwide attention.
Mayor WES announced that after seven months of continuous efforts, a dialogue was facilitated between the management of ACE Medical Center and the victims, through the assistance of the city government. The dialogue resulted in an amicable resolution between all parties involved. ACE Medical Center extended financial assistance amounting to one million pesos (PhP 1,000,000) to each victim. Additionally, one of the victims was finally issued their birth certificate after seven long years. Mayor WES expressed gratitude to ACE Medical Center for their voluntary cooperation and efforts to resolve the matter.
The City Government of Valenzuela responded to these incidents by enacting Ordinance No. 1178, Series of 2024, also known as the Anti-Hospital Detention Ordinance. This ordinance prohibits healthcare institutions or workers from detaining patients or their representatives or withholding birth and death certificates due to unpaid bills, provided a notarized promissory note is executed. Mayor WES reiterated that the City Government of Valenzuela does not tolerate any form of exploitation or abuse against its citizens and vowed to assist any victims of such wrongful practices.
Mayor WES also expressed gratitude to the Valenzuela Police for their swift action in investigating the case. He commended the lawyers from the LAMP-SINAG Legal Aid Office for assisting the victims in filing criminal and administrative cases to protect their rights under the law. Furthermore, he acknowledged the Commission on Human Rights and the Department of Health for their prompt response and dedication to addressing the issue.
The press conference brought together key city officials, including LAMP-SINAG Action Officer Councilor Atty. Bimbo Dela Cruz, Valenzuela City Police Station Chief PCOL. Nixon Cayaban, and Department of Health Secretary Dr. Ted Herbosa, along with other city officials. Representatives of the victims’ families also attended to share their experiences and highlight the ongoing fight for justice. Mayor WES called on all Valenzuelanos to stay informed and vigilant against similar scams. He underscored that the city must uphold values of compassion, integrity, and justice and hoped this served as a lesson and a warning to those who exploit the vulnerable.
