Valenzuela City Grants Real Property Tax Amnesty through 3S Plus Online Payment Systems

To ease the financial burden of the Pamilyang Valenzuelano taxpayers, the City Government of Valenzuela led by Mayor WES Gatchalian, together with the City Council passed Ordinance No. 1100, Series of 2023, granting Real Property Tax Amnesty for taxpayers using the 3S Plus Online Payment Systems until September 30, 2023.

As part of the city’s mission to enhance its efficient and effective collection and administration of Real Property Tax, and expansion of the city’s digital payment ecosystem toward greater financial inclusion, the city council approved Ordinance No. 1100, titled “Real Property Tax Amnesty and Relief for Delinquent Real Property Utilizing Automated Payment Ordinance” authored by District 1 Councilors Marlon Alejandrino and Atty. Bimbo Dela Cruz which grants real property tax amnesty exclusively for 3S Plus Online Payment System users.

According to the law, all real property owners in Valenzuela City are obligated to prepare and submit a sworn statement declaring the true value of their property, whether previously declared or under declared together with its detailed descriptions for assessment purposes to the City Assessor’s Office.

Enacted June 20, 2023, the ordinance states that all interests due until the first quarter of 2023 shall be condoned provided that the total principal amount of the real property tax due shall be paid in full within the tax amnesty period or until September 30, 2023. All taxes, interests, and fees shall become fully due and demandable upon failure to avail of the relief during the tax amnesty period. However, the amnesty does not apply for (1) delinquent real properties, which have been levied and subjected to public auction sale conducted by the city government for non-payment of real property taxes, (2) real properties which are subject to pending cases, including Local Board and Assessment Appeals (LBAA), involving the assessment and collection, and (3) all properties subject of pending expropriation cases by the city government.

It is also mandated by the ordinance, that all real property taxpayers who wish to avail of the tax amnesty shall utilize the automated payment services implemented by the city government or the 3S Plus Online Payment System which is accessible on the city website and shall be available starting July 11, 2023. 

With this, the City Government hopes that all taxpayers with back-taxes on their real property take advantage of the tax amnesty and pay their fees online within the amnesty period.
