This year's biggest tax season is now made faster, more convenient, and safer as Valenzuelanos can now process everything online -- with the City Government of Valenzuela rolling out the upgraded Paspas Permit covering the entire business permit spectrum for taxpayers to use.

Welcoming 2021 with the business permit renewal season, transactions with the City Hall are now more challenging given the physical distancing and convergence restrictions due to COVID-19.

The mindset of going to the City Hall to manually transact business permit transactions is now discouraged while keeping everyone safe at their homes has become the top priority as COVID-19 still poses as a great threat to health and safety.

Thankfully, Valenzuela City's Paspas Permit is here to cater to taxpayers, eliminating the need to go to the City's designated payment venues as payments, registration, and application can be made online.


Paspas Permit can be accessed by visiting Valenzuela City's website at www.valenzuela.gov.ph  and click the 3S Plus Valenzuela City Online Services button. New users can create their own accounts where they can now enjoy a variety of online services of the Business Permit and Licensing Office, Assessor's Office, Treasurer's Office, the Office of the Building Official, and the Local Civil Registry.

Not only that, the system now has the services of the City Health Office (Issuance of Provisional Sanitary Permits and Application of Health Certificates) and integration of the processes of the City Zoning Office (Land Use Verification).

The City Government of Valenzuela highly encourages taxpayers to use Paspas Permit to minimize the convergence of people going to the payment venues and also urges all business owners to pay their business taxes and fees on time to avoid the 25% surcharge and 2% interest for late renewal and payments.

Business taxpayers can still pay at the select venues to comply with their First Quarter deadline until January 20 especially for single proprietors with no means of paying online at the below venues:

  • 3S Ugong (for taxpayers from Brgy. Ugong, Mapulang Lupa, and Bagbaguin)
  • 3S Punturin (for taxpayers from Brgy. Punturin, Bignay, Lawang Bato, and Canumay East)
  • 3S Maysan (for taxpayers from Brgy. Maysan, Paso de Blas, and Parada)
  • 3S Gen. T. de Leon (for taxpayers from Brgy. Gen. T. de Leon)
  • 3S Karuhatan (for taxpayers from Brgy. Karuhatan)
  • 3S Marulas (for taxpayers from Brgy. Marulas)
  • Valenzuela Astrodome (for taxpayers from Brgy. Dalandanan, Malanday, Coloong, Pasolo, Rincon, Malinta, Veinte Reales, Canumay West, and Lingunan)


The City Government also reminds its business taxpayers to observe the minimum health protocols such as social distancing, wearing of face masks and face shields, and to bring their own pens, Quarantine Pass and ValTrace should they need to go to the designated venues.

All corporations are also reminded to use Paspas Permit as mandated by City Ordinance No. 726, Series of 2020, or the “Mandatory Use of Paspas Permit System for Corporations Ordinance".
