Valenzuela City led by Mayor WES Gatchalian together with other Metro Manila Mayors namely Mayor Eric Olivarez of Parañaque City, Mayor Joy Belmonte of Quezon City, Mayor Honey Lacuna of City of Manila, and Mayor Francis Zamora of San Juan City released a joint statement regarding the implementation of the No Contact Apprehension Program (NCAP) on August 17.

The above-mentioned Metro Manila Mayors through the joint statement, stand firm on the implementation of the No Contact Apprehension Program (NCAP) in their respective territorial jurisdiction, stating that it is in cooperation with the emphasis of President Ferdinand Marcos Jr. of digitalizing local government functions and participating more in Public-Private Partnership (PPP) to provide a more efficient services to their constituents. The mayors also believe that the No Contact Apprehension is a pro-active program that is never possible without the funding from the Private Partners and is both beneficial to the government and the community with the internationally-proven effective technology that is being widely used in different countries such as US, Singapore, Korea, Malaysia and Indonesia.

In a statement during the DZBB interview last August 16, Mayor WES said that the No Contact Apprehension Program (NCAP) has been effective in changing the traffic culture of the motorists within the city, saying “Disiplina at kultura ang pinopromote ng ating NCAP. 'Di naman po tayo mahuhuli kung susunod tayo sa mga patakaran at traffic rules. A good example is the success of Subic Bay's stop and go policy. Kung nagawa po nila, and if we can instill the same discipline in our motorists, hindi na po natin kailangan pang pag-usapan ang fines. I highly suggest that all LGUs together with LTO set uniform guidelines regarding NCAP. I believe that NCAP is a successful program. Kultura at ang maling mindset ang dapat palitan, hindi po ang sistema.” [It is discipline and culture that we are promoting through the NCAP, we will not be apprehended if we follow the traffic rules and regulations. A good example of this is Subic Bay’s stop and go policy. If they can do it, and if we can  instill the same discipline in our motorists, we don’t need to talk about the fines. I highly suggest that all LGUs, together with LTO, set uniform guidelines regarding NCAP. I believe that NCAP is a successful program. Culture and wrong mindset are the ones we should change, not the system.]

The mayors also stated that they are continuously doing their best in improving traffic infrastructures and road conditions as their share in implementing the No Contact Apprehension Program (NCAP). They also said that the launch of NCAP resulted in several positive things such as the minimization of human intervention in traffic enforcement, thereby eliminating corruption, creation of a culture of discipline among motorists and the improvement of driving behavior; and ensuring road safety which is proven effective in reducing traffic violations and traffic-related accidents.

Through the joint statement, the mayors urged all relevant government agencies to join them in pursuing more innovations regarding the internationally-proven effective technology of the No Contact Apprehension Program (NCAP) in order to provide a safer road condition for the motorists and to maintain an effective traffic management all throughout the country.

On August 18, the Metropolitan Manila Development Authority (MMDA) through their chairman Engr. Carlo Antonio Dimayuga III released a statement of support on the No Contact Apprehension Program (NCAP) of some Metro Manila cities stating that it is a continuosly effective force multiplier to the traffic enforcers on the ground and is effective in raising public awareness on existing traffic and transport laws, rules, and regulations.

Valenzuela City’s No Contact Apprehension Program (NCAP) initially launched in September 2019, is able to apprehend approximately 200,000 traffic violators, which is mostly consist of non-Valenzuela motorists coming from different neighboring localities. 70% of the proceeds from the city’s NCAP goes to the private partners and 30% goes to the local government which is being used as funds for the dialysis centers in the city. In the future, Mayor WES plans of putting parts of this as a support for the traffic enforcers of the city who were affected by road and traffic accidents. During the peak of the pandemic last 2021, the city council passed Ordinance Number 901, Series of 2021 which granted relief on the traffic violaion incurred by Valenzuela residents from March 17, 2020 to May 14, 2021 as a help to Valenzuela residents’ financial crisis during the pandemic. Currently, the Valenzuela City NCAP is equipped with 47 high speed camera systems with full high definition technology installed in key intersections along Mac Arthur Highway which detects traffic violators and captures their vehicle’s plate numbers.
