Known to “shake things up” in the local governance field, Mayor REX discussed the “VALENZUELA CITY EXPERIENCE” with its streamlined processes in permit applications through the Paspas Permit, now considered as the country’s fastest online business permit application system.            

With Paspas Permit, provisionary business permits can now be issued online and documents or business plates can be delivered to the taxpayer as well, making it the country’s only end-to-end online platform for business permits.

“Upon confirmation of your payment online, you get your emailed [provisionary] business permit in ten (10) seconds, you can print that and you can start your business already.” Mayor REX explained.

Believing in the concept of mixing corporate governance with public governance, Valenzuela City also partnered up with local vendors to help in the ease of doing business in the City. “We partnered up with Grab Express and W Express… They are the ones who will deliver that [documents] for you. When it comes to payment options… It is the same with online portals, you can use PayMaya, Bancnet, DBP or Landbank Credit/Debit Card. Everything is done online,” Mayor REX added.

Key takeaways of this disruptive innovation in Valenzuela City includes convenience to taxpayers as it makes things more efficient, it is lesser prone to human subjectivity, and it also increases the productivity of the people.

The CSI Leadership Series is a learning and networking event conducted by the Civil Service Commission (CSC) designed to inspire government executives, managers and division chiefs to continually enhance their leadership effectiveness. With this year’s theme of “Disruptive Leadership”, Valenzuela City surely is a catalyst in local governance where change – although requires taking risks, is the principal practice in achieving quality outcomes in leadership.

“The word disruption is a word that we hear all the time nowadays, but we would always think that it is reserved for the private sector, it is reserved for businesses focused in generating revenues... But in Valenzuela City, we believe that you can also disrupt the way we do governance and the way we issue permits by going online…making things automated, streamlining it, and putting it in an online platform.” Mayor REX concluded.
