Valenzuela Extends Tax Relief on Interest of Delinquent Real Property Tax until June 30, 2021

To give an additional extension for the taxpayers to comply with their tax obligations, the 8th City Council enacts Ordinance No. 807, Series of 2020 or “Real Property Tax Amnesty on Interest of Delinquent Real Property Tax” last October 26, 2020.

The ordinance grants a relief to all owners of delinquent real property for all classifications by condoning the interests on the real property tax due starting November 03 until June 30, 2021.

The amount of interest of the 3rd quarter of 2020 and below will be condoned within the period of the amnesty. The amount under this tax relief may also be paid in full or in installment.

In compliance with Republic Act No. 11469, otherwise known as the Bayanihan to Heal As One Act specifically initiating to extend the deadline payment of taxes, fees, and charges, Valenzuela City beforehand enacts Ordinance No. 677 and 689, Series of 2020 to temporarily defer real property tax payment deadlines during the enhanced community quarantine (ECQ) period.

However, the period of extension given was not sufficient for the taxpayers to comply with their real property tax obligations.

There were discoveries, declarations, and assessments that were not received by the taxpayers because Notices of Assessment were either received after payments were made and/or at a later date due to the limited manpower/skeleton workforce of the delivery service. This also became a factor, which caused additional interest from the principal tax due.

Through Ordinance No. 807, a grant of tax relief to certain delinquent real property taxpayers would not only encourage settlement of unpaid real property taxes but also accelerates collection.

Taxpayers who desire to avail of this tax amnesty or relief under this Ordinance must pay their real property tax due to the Office of the City Treasurer.

The ordinance does not include amnesty or relief to delinquent real property which have been levied and subjected to public auction sale for non-payment of real property taxes, real properties subject of pending cases and/or litigation and all properties pending expropriation.

All persons allowed to avail of tax relief are given until June 30, 2021, within which to avail of the amnesty by paying all their unpaid taxes due on real property taxes in whole or in installment basis on or before the deadline, without any extension.

The City Government of Valenzuela continuously aims to enhance the effectiveness and efficiency of the collection and administration of real property tax specifically on unpaid realty obligations.
