City Ordinance No. 78, Series of 2013, or the Reduction of Pedicab Registration Fees, an ordinance amending Article XVI, Section 97 Numbers 1 and 2 of Ordinance No. 19, Series of 2005, otherwise known as, The Land Transportation Code of the City of Valenzuela was recently approved and shall take effect immediately.  
 
This ordinance authored by Councilor Gerard A.Esplana and Councilor Marlon Paulo C. Alejandrino orders that the registration fee for public utility pedicabs shall be reduced from Php 200 to Php100 and from Php150 to Php100 for private utility pedicabs.
 
Valenzuela City Transportation Office (VCTO) Head Jose A. Valenzuela said that the posting of said ordinance was already done within the City External Office compound, visible to Pedicab Operators and Drivers Association (PODA) members transacting with the office.
 
To get a driver’s ID which serves as their license issued by VCTO, the said office requires all the pedicab operators and drivers to secure requirements, such as, barangay clearance, certification of current officers from PODA where they belong, 2x2 picture of both the operator and the driver and driver’s permit.
 
The designated pedicab driver must also attend the Pedicab Drivers Professionalization Program (PDPP) seminar conducted by VCTO personnel with Public Safety Division Office to educate them in Traffic Rules and Regulations, as well as, the related city ordinances.
 
Upon securing public utility pedicab’s permit, the units should be brought to VCTO for Road Worthiness Inspections in pursuance to road ordinance particularly the assigned body color, tires, reflectorized stickers and other requirements for the safety of the passengers, as well, as the drivers.  Annual renewal of registration depends on the last digit of its control plate numbers.
 
This ordinance aims to lessen the expenses of the pedicab drivers to boost their income. Mr. Valenzuela said that proper information to PODAs are being conducted before VCTO-Pedicab Regulatory Unit starts implementing this ordinance on April 29, 2013.
